Intensity for flare elements are authored based the Linear color-space, with the default bloom settings, with an intensity of 1.
The “Lens Flare SRP” component is only available starting from Unity 2021.2.0b1. Not available in the Built-in Render Pipeline.
Any issues encountered with the component aren’t related to this asset, since it’s merely offering textures and pre-made flares.
